I was wondering can you see friends requests on xbox.com because my friend said he sent me one but I don't see it when i log in

Yes you can, it comes up both in the Messages Inbox and the Friends List with their Gamertag and a Status of Pending

Maybe he/she did and the request expired before you noticed it. Remember, ALL messages you receive expire in 30 days from the date and time you received it.

Anyway...
To view your messages (including Friend Requests), go to Xbox.com and click the "Sign In" button in the top right corner.

Using your Microsoft .NET Passport email address and password, sign in.

Click "My Xbox", then either "View Messages" or "View Friends".

You can also hover over "My Xbox" and then click either Messages or Friends.

If you are in the Friends page, Friend Requests (the ones awaiting your approval) and Pending Friend Requests (the ones you sent out) are listed at the top.
