Well It sounds different then NCAA, Since they pay their players unlike in College, Also it seems the Team will be made up with Graduates from each Collage, Most Likely NFL washouts. I see the point though, They will be playing in the Spring, when there is no Football being played.

More football is a good thing... I like the idea of the league owning players and not a certain franchise and the idea of all players having to have graduated from college. However are there really goiing to be that many interested parties? most guys who don't get drafted but who want to keep playing end up at either teh CFL or AFL, not to mention those lucky few who make it as undrafted free agents in the NFL. Can there really be that many guys to keep it sustained, or will this be the next XFL...!
