It was supposed to hit yesterday, apparently, so assume it's coming any day now.
It'll have 'Active Downloading'. Queued downloads, the ability to do everything but online game while downloading. If you go online, your download is automatically paused. Paused or interrupted downloads resume automatically.
Oh, and, you can now have a setting that will always boot to the Dashboard, even if there's a disc inside. Sweet.

(Y) Thats good news about the downloads I was wondering when it was going to happen and as for the dashboard when theres a disc in thats a godsend for me because the missus never takes her game out and when I boot up the 360 I've always got to wait to get back to the dashboard.
(N) Bad news thats the USA and it mentions nothing on the UK's official xbox site.

This is a good update which will be very hand for sooo many people. I didn't know about the automatically boot to dashboard feature though, I will like that as I find it annoying when a game loads which I don't actually plan to play, therefore making it go into my last 5 played games where it shouldn't be.
Will be a bummer if the update doesn't happen in the UK. :(

Yeah, there's no reason to assume it'd be US only. It was just a mistake that they put support pages up early, so it happened just on one site. The only time things have been US only are legal issues. I think it would take more effort to make a dashboard update only one region, rather than less effort, so I don't see it happening, unless somehow Microsoft can't legally offer queued downloads in another country. Which I would find stupifying.

I just spoke with Aaron Greenberg, Group Marketing Manager for Xbox Live, about the first major update to the Xbox 360 since last November's launch. The spring update is expected to be released to all Xbox Live users "in about a week" and will be followed up with a fall update, as part of their plan to release two major updates each year.

It should be before the second of June in UK. That's what they told me when i was having my box repaired.
My bet's UK Bank Hol day (tommorow 28th May)

They wont do it over the Holiday weekend. They dont have the staff working at the Helpdesks to cover any unforeseen fook ups.
It should hit Tues / Wed next week.
At least they are listening to the gamers using the 360 and fixing our common bugbears.

I am not sure. There hasn't ben anything ssaid as of yet, so atm I would say no. Although, it is likely.
So, that doesn't make sense ^, but yeah, anyway. :D
I can't speak for MS but I am quite sure Live will not be turned off for this update... after all it's an update which you will need to download so if Live is off how will you download the update? :)
