i found an old snes cart of this and it got me thinking that this would be utterquality on xbox live arcade. anyone else agree?

It would be difficult to take a Mouse and Keyboard based game and putting it on the Xbox 360 especialy one like Sim City. If games like Sim City intrest you then maybe you should check out Outpost Kolaki X. ;)

It worked fine on the SNES, and that was with less buttons and no stick. We're not talking about 2000+.

These kind of games will always be better on the PC in my opion.

Yeah any one tried playing a footy game on PC then playing it PS2,XBOX etc its much MUCH easier. Thats why I am a bit worried about how FM 2006 will play but I am sure it will be fine.

I would say that FPS games are better on the PC, hands down. (Mouse.) But that doesn't stop them from being extremely successful on consoles. And as this was suggested for an arcade game, we're talking about the $5 to $10 range. I'd definitely throw my weight behind a Sim City Arcade title.
